Department of Planning, Policy and Research


The Department of Planning, Policy and Research has responsibilities for planning, coordinating and supervising the Ministry's plans, policies and research.
Specific Responsibilities of the Department of Planning, Policy and Research are:

  • To prepare and supervise Ministry development projects;
  • To prepare the Ministry budget and supervise its implementation;
  • To monitor and evaluate development programs and projects implemented by the Ministry;
  • To prepare and review Ministry policies;
  • To coordinate various Ministry research.

Structure of the Department of Planning, Policy and Research
The structure of the Department of Planning, Policy and Research is divided into five (5) Units which are: Monitoring and Evaluation Unit, Policy Development, Research and Sector Planning.

Monitoring and Evaluation Unit
Responsibilities:

  • To prepare indicators for monitoring reports based on the requirements of the MKUZA Master Monitoring Plan.
  • To prepare a framework for information collection and implementation reports.
  • To prepare and participate in monitoring and evaluation visits and ensure they follow accepted systems in information collection.
  • To provide technical advice including establishing an internal monitoring and evaluation system for the Ministry.
  • To collect statistical analysis information needed in preparing Policy, Plans and budget recommendations.

Policy Development Unit
Responsibilities:

  • To prepare needed Policies and advise leadership.
  • To analyze existing Ministry Policies to create better implementation environments.
  • To conduct analysis on economic, social and administrative issues and advise the Ministry on preparing needed Policies.
  • To communicate and work with the Planning Commission to prepare and implement new Policies to ensure they align with National Plans implementation.

Research Unit
Responsibilities:

  • To conduct research and analysis on the implementation of various Plans, Projects and Programs implemented by the Ministry and prepare sector explanations.
  • To analyze service delivery methods and collect ideas/opinions from stakeholders about services provided by the Ministry.
  • To collaborate with higher education institutions in conducting research and investigations related to Ministry responsibilities and support the work of the Department of Economics and Development in fulfilling their duties.

Sector Planning and Development Unit
Responsibilities:

  • To collect information for the Ministry's annual Work Plan and Medium-term Strategic Plan.
  • To communicate and work with the Planning Commission when preparing new plans to ensure they align with Ministry implementation.
  • To collect information on Ministry programs/projects and Work Plans.
  • To coordinate the preparation and implementation of the Ministry budget.
  • To collaborate with the private sector in various Ministry matters.
  • To conduct research and identify opportunities in the relevant sector.
