Zanzibar Tourism Commission


The Zanzibar Tourism Commission is an independent institution under the Ministry of Tourism and Antiquities. This Commission was established according to Law No. 6 of 2009 and its amendments No. 7 of 2012.
Main Responsibilities and Activities of the Tourism Commission
According to the provisions of this Law, the responsibilities of the Tourism Commission are:

  • To prepare Tourism Policy and Master Plan;
  • To develop, enable and promote the Tourism Sector for sustainable development;
  • To promote Zanzibar as a tourism center and attraction;
  • To promote and develop cultural and environmental tourism;
  • To plan and develop tourism according to government development policies and strategies;
  • To strengthen and coordinate public and private sectors involved in the tourism business;
  • To prepare activities that will help promote domestic, regional and international tourism;
  • To register, issue permits (licenses), and supervise the tourism business;
  • To listen to, follow up and investigate complaints related to the tourism business;
  • To monitor and inspect institutions conducting tourism business;
  • To increase and improve tourism products to attract the tourism market;
  • To manage the tourism information system;
  • To conduct research in the Tourism Sector and publish its reports;
  • To educate the community on the importance of the Tourism Sector for the national economy and educate them on their roles and responsibilities in the development of tourism in the country;
  • To advise the Ministry on issues related to the development of the Tourism Sector.

Structure of the Tourism Commission
According to the amendments of Law No. 7 of 2012, the structure of the Tourism Commission is that it is led by a Chairperson who is appointed by the President of Zanzibar and Chairman of the Revolutionary Council. Also, there will be Tourism Commissioners. Operationally, the Tourism Commission is led by an Executive Secretary. Currently, the Commission has two (2) Departments, which are the Marketing Department and the Policy, Planning and Research Department.
